Mr. Arnold's practice includes criminal defense in state and federal Courts, Appeals, DUI, general civil litigation and divorce. Mr. Arnold also represents clients in land use and development issues including zoning.
S. Andrew Arnold graduated cum laude from James Madison University with a Bachelor of Arts degree in 1989. He graduated from West Virginia University College of Law in 1992 where he was a member of the Moot Court Board. He worked as a Public Defender and then went into private practice. Mr. Arnold has won jury trials, won reversals from the West Virginia Supreme Court of Appeals and from the United States Fourth Circuit Court of Appeals, and has successfully prosecuted a habeas corpus case that overturned a first-degree murder conviction and life sentence. Mr. Arnold is an adjunct professor at Shepherd University.

Mr. Bailey litigates civil matters in state and federal courts in West Virginia and Georgia. Mr. Bailey began his legal career practicing with the Atlanta, Georgia law firms of King & Spalding and Balch & Bingham where he primarily defended corporate clients including Fortune 500 companies in business litigation, employment discrimination and civil rights matters in federal and state courts throughout the Southeast. Mr. Bailey recently returned to the Eastern Panhandle and joined the law firm of Arnold & Cesare to form Arnold, Cesare & Bailey.
Mr. Bailey’s practice is now focused on prosecuting cases on behalf of corporations and individuals and in contract, civil rights, land-use, business litigation and employment matters.
Mr. Bailey received his law degree from the West Virginia University College of Law where he graduated magna cum laude, and was awarded membership into the Order of the Coif, the Order of the Barristers, and received the Patrick Duffy Koontz Scholarship for academic excellence. Mr. Bailey served as an editor on the West Virginia Law Review and authored “Death By Automobile as First Degree Felony-Murder,” which was published in the West Virginia Law Review.

Mr. Stroech joined the firm in October, 2005. Previously, Mr. Stroech was an associate with the Law Office of Richard L. Douglas, in Martinsburg, West Virginia. Upon Mr. Douglas' retirement, Mr. Stroech assumed responsibility for the remaining cases and merged with Arnold, Cesare & Bailey.
Mr. Stroech's practice focuses primarily on civil litigation, specializing in contract, civil rights, land-use and business litigation matters. Mr. Stroech also assists in criminal matters in state and federal courts.
Mr. Stroech received his law degree from the West Virginia University College of Law, and graduated summa cum laude with bachelor degrees in Political Science and History from West Virginia University.
Mr. Stroech is licensed to practice law in West Virginia, Pennsylvania and Washington D.C. and is a member of the American and West Virginia Trial Lawyers Associations.
